4.4.2. The matter of course and the polite expression
"Will" with the first person has the volition usually. See the following example.

(17) I'll go out soon.

If the above is answered after we ask, "Can I talk to you for a minute?", we sometimes feel the strong tone.

Now, the matter of course which is explained in the previous section means the event which is occurred without the speaker's volition, thus, we can consider that the progressive form can weaken the volition of "will." See the following examples.

I'll be going out soon.

The above answer does not mean the volition. It means we have something to do and we have to go.
